The Second Secretary, Permanent Mission of the Principality of Monaco to the United Nations, Mr Benjamin Valli, this week took part in a debate on issues relating to refugees, returnees and displaced persons and on humanitarian issues at the Third Committee of the General Assembly of the United Nations, dealing with social, humanitarian and cultural issues.
He recalled the tradition of hosting by the Principality and the commitment, on the ground, of the Princely Government for refugees and vulnerable people. Faced with the alarming figure of 65 million people forced to leave their homes, he said that it was crucial for the international community to find dignified and humane ways to ensure that they did not have to risk their lives, and those of their families by resorting to traffickers who exploit them.
He called for the establishment of an effective system of responsibility-sharing for refugees, thus ensuring a collective, organised and anticipated response to crises in human displacement.
He concluded by underscoring the importance of meeting the educational needs of refugee children, recalling that, in addition to being a fundamental right, this was an essential condition for their integration into their host country.
Monaco welcomed its third refugee family to the Principality last weekend.

Law firm opens to serve shipping clients
Global law firm Norton Rose Fulbright is opening a new office in Monaco to serve shipping and finance clients in the area, according to Global Trade Review.
The office will be headed by Dimitri Sofianopoulos, partner and head of Norton Rose Fulbright Greece. Sofianopoulos will divide his time between the Greek office and Monaco.
Commenting on the new location, the global head of transport, Harry Theochari says, “Despite the shipping downturn, we have continued to invest in our shipping and wider transport practice. We look forward to extending our global footprint further with the opening of our office in Monaco.”
The Monaco opening follows the company’s recent expansion in San Francisco and Vancouver.
Romanian awaits extradition to Monaco
A Romanian citizen with a criminal record in Spain, France and Monaco was detained on Wednesday, November 9, by the Giurgiulesti-Galati Border Police officers. Monaco had previously issued an arrest warrant against him for attempted theft.
The press service of the Border Police said that they identified a Romanian citizen, aged 25, residing in the city of Galati, in the Moldavia region in eastern Romania, who was internationally wanted. The guards found that he was listed in the Interpol database for several crimes. He was subsequently found to have criminal records for thefts in France and Spain, as well as the outstanding arrest warrant in Monaco.
According to sources within the Border Police, the Romanian citizen had been recently released from a prison in France.
The Romanian citizen was arrested and placed in remand. Subsequently, the court will establish the day of his extradition to Monaco.

Monaco is first state to meet with GREVIO
A Monegasque delegation led by HE Mr Rémi Mortier, Ambassador, Permanent Representative of Monaco to the Council of Europe, met in Strasbourg on November 8 with members of GREVIO, the expert body of the Convention on the prevention and fight against violence against women and domestic violence.
This provided was an opportunity to present measures taken by the Prince’s government to combat violence against women, both in terms of repression and preventive measures, but also in terms of training of personnel. The delegation included representatives of all the departments, directorates and entities of the government concerned.
The Council of Europe Convention that established GREVIO, known as the Istanbul Convention, was ratified by Monaco on October 7, 2014. Monaco is the first state to hold a meeting with this body to consider the report submitted by its authorities on September 1, 2016 on the implementation of the Convention as a whole.
Two members of GREVIO will visit the Principality in December 2016 in order to assess concretely the practical arrangements for the implementation of the Convention. At the end of this meeting, GREVIO will prepare its final report, including recommendations that the Monegasque authorities will be invited to implement.
HBO showdown at Salle des Etoiles Saturday
Saturday, Monte-Carlo hosts big time boxing action as Eddie Hearn and Matchroom boxing are promoting an event headlined by Luis Ortiz vs Malik Scott.
Scott has an excellent 38-2-1 record, but he is coming off a layoff of just over a year and many still questioned his heart after his March of 2014 1st round KO loss to Deontay Wilder. Not known as a huge puncher, Scott has 13 knockouts in his 38 wins and he has won two fights in a row. Scott’s last fight saw him defeat the aging but highly ranked Tony Thompson via UD.
In Ortiz, who is 25-0, Scott is facing a big punching Cuban fighter who is still hungry at 37 years old. Ortiz recently left Oscar De La Hoya and Golden Boy Promotions for Matchroom Boxing, and Hearn delivered this fight for Ortiz on short notice.

On the undercard, WBA world titles are in play as featherweight champion Jason Sosa (19-1-4) defends his title against Stephen Smith (24-2) and bantamweight titlist Jamie McDonnell (28-2-1) defends his belt against Liborio Solis (25-4-1). Sosa is 15-0-1 in his last sixteen fights, with the lone draw coming against Nicholas Walters. Sosa versus the British fighter Smith is the most competitive match the books are offering.
