A new safety regulation against fire and the risks of panic has just been published. This document is the result of an initiative initiated by the Monaco Fire Brigade, under the leadership of the Department of the Interior and in collaboration with the Department of Equipment, Environment and Urbanism. Participation in its elaboration with the professionals involved led to a consensual document.

The main objective of this regulation is to consolidate in a single document the existing texts on the prevention of fire risks and panic in buildings. They have also been adapted to adjust more closely to the characteristics of the Principality.

The new regulation takes into account pre-existing building and safety rules and current standards, particularly in Europe. On the other hand, it allows the implementation of new construction processes and innovative technical solutions.

From a perspective of efficiency in the face of fire risk, this new text also reinforces the protection requirements of certain fire constructions.

In this context, the main developments concern in particular:

  •  the protection of dwellings in residential buildings by the compulsory installation, according to the building’s classification, of either an autonomous fire detection and alarm system or an automatic fire detection system integrated into the building fire safety system of the building; 
  • the protection of new parking lots of more than three levels, by the establishment of a fixed sprinkler system or equivalent, covering the entire park. This will allow in particular to install, without restriction, charging plugs of electric vehicles and related activities;
  • the improvement of the quality of the radiocommunications of the fire and rescue services, in the constructions where the latter is failing (pedestrian or technical galleries, constructions with several levels of infrastructures, …) by the setting up of means allowing the retransmission of radio waves.

Finally, the safety regulation introduces a new classification level for buildings with a height of more than 200 meters, referred to as “very tall buildings”, a new classification (5 th category) for small establishments, and the definition of adapted measures.

This Ministerial Order, No. 2018-1079, published today in the Journal de Monaco will be applicable in 6 months.

Installation of the Committee for the Promotion and Protection of Women’s Rights

The Committee for the Promotion and Protection of Women’s Rights was installed by HE Serge Telle, Minister of State, in the presence of the participants in the work of the Committee. 

Created on 25 October 2018, its mission is to coordinate, implement and evaluate national policies taken to promote equality between women and men and to fight against violence and discrimination against them. 

The Minister of State recalled that this Committee is created in accordance with the recommendations of the international monitoring bodies on women’s rights and that “our commitment to women’s rights goes beyond the accession to these conventions. “. 

Gilles Tonelli, Government Counselor – Minister of External Relations and Cooperation, Chairman of the Committee, detailed the tasks of this coordinating body and its functioning. 

For her part, Céline Cottalorda, delegate for the promotion and protection of women’s rights, presented her role and how she will work with all concerned.

At the end of the meeting, she announced the immediate launch of two measures:

  • A study on wage inequalities between women and men in the private and public sectors
  • The establishment of indicators on violence against women. 

These studies will be piloted by the IMSEE in liaison with the actors involved in the production of data. 

During this installation were present the representatives of the relevant governmental authorities, the Directorate of Judicial Services, as well as the elected representatives of the National Council and the Mayor, the High Commissioner for the Protection of Rights, Freedoms and Mediation, the Economic Council and Social and representatives of associations working in the field of women’s rights. 

The next meeting of the committee will be held on March 8, 2019.

As part of the partnership between the Princess Grace Hospital (CHPG) and the International Cooperation Directorate, a Malian cardiologist and anesthetist are currently being trained in Monaco.

Dr. Mamadou Diakite, hospital cardiologist, in Bamako, updated his knowledge in the field of management of heart disorders with Professor Nadir Saoudi. Mr. Minkoro Traore, nurse anesthetist at the Hospital of Sikasso, carries out, meanwhile, a training course in anesthesia-resuscitation with Professor Isabelle Rouquette-Vincenti.

This cooperation program, initiated in 2010, has the main objective of structuring hospital partnerships with public health institutions of the Monegasque Cooperation partner countries.

A total of eight trainees were welcomed at the CHPG in 2018.

At the end of their training, the participants commit themselves to re-integrate their hospital of origin for a period of 4 years and to train the personnel, on the spot, by transmitting the knowledge acquired.

It should also be noted that every year CHPG doctors carry out missions to partner countries to assess needs, treat and carry out in situ training.

Serge Telle visits the Scientific Center of Monaco

The Minister of State visited the Monaco Scientific Center (MSC). He spoke with Prof. Patrick Rampal, Chairman of the Board of Directors, Professor Denis Allemand, Scientific Director and the various researchers present, and was able to discover the diversity of work in the three research departments of the CSM.

Established in 1960, the CSM is a public establishment in the Principality, under the supervision of the Department of the Interior. For nearly 30 years, he has been developing, through the concerted work of two research teams, the study of the biology of reef-building corals and related organisms. 

On 3 and 4 December, the Monaco Scientific Center will host the “Reef solutions” workshop, which will bring together the world’s leading experts on corals. This workshop will be followed on December 5th, 6th and 7th by the General Assembly of the International Coral Reef Initiative (ICRI).

2018 World Gaming Expo Monaco postponed

The World Gaming Expo Monaco, scheduled to take place in December 2018, has been postponed for 12 months.

Organizer Monaco International Events SARL issued a statement overnight revealing that it had been forced to create a “new business structure” in order to raise the required capital to further develop the event.

“For this reason, we’ve decided to postpone the second edition of the WGE to 2019, which will mark its renewal; a decision which sole purpose is to sustain the event from next year on,” the statement from Managing Director Igor Gamba said.

“The 2nd World Gaming Expo Monaco, thus to be held in December 2019, will be revamped and will welcome, under this new impulse, 60 exhibitors carefully selected and distributed over an area of 4000 square meters.

“Considering both the dates we’ve chosen in regard to the other trade shows and the worldwide reputation of Monte Carlo as a prestigious capital of gambling, the WGE is gaining growing interest from a variety of industry professionals and players around the world. Monaco has its legitimate place on the international scene and our goal is to make of WGE Monaco an unmissable event in the sector.”

Caroline Rougaignon-Vernin becomes President of the Economic and Social Council

After 27 years in the Economic and Social Council, including six terms as Chairman, André Garino did not wish to be re-elected to this position.

During this period, André Garino managed to unite the members of this consultative assembly, representing civil society in its diversity, with its commitment, its contributions and its human qualities in order to carry out the many works and reflections of this institution.

By Ordonnance Souveraine n ° 7.215 of November 20th, 2018, Caroline Rougaignon-Vernin, is called to succeed him to the Presidency of the Economic and Social Council.

Doctor in Pharmacy, holding a master’s degree at ESCP, with more than 20 years in the pharmaceutical industry, Caroline Rougaignon-Vernin is President of the Council of the Order of Pharmacists. She was National Counselor from 2013 to 2018, Vice-President of the Commission of Social Interests and Miscellaneous Affairs (CISAD), notably Vice-President in charge of Labor and Employment.

Caroline Rougaignon-Vernin is the first woman to access this position.

Created in 1945, the role of the Economic and Social Council is to formulate its opinion on topics that are important for the Monegasque economy and relations between economic and social partners. It also contributes to the evolution of legislative, economic and social texts.

It comprises 3 colleges: the government college, employee and employer of 12 members each, these 36 members being appointed for three years by Sovereign Order.

For the next three years, Caroline Rougaignon-Vernin will then hold the Presidency, assisted by Michel Gramaglia, renewed in his functions as Vice-President, and Christine Giolitti, appointed second Vice-President.
