Monaco participates in the 25th OSCE Ministerial Council

Gilles Tonelli, Government Counselor-Minister of External Relations and Cooperation, took part in the 25th Ministerial Council of the Organization for Security and Cooperation in Europe (OSCE) held in Milan December 6 and 7, 2018. The Minister of Government-Minister was accompanied by HE Isabelle Berro-Amadeï, Ambassador, Permanent Representative of the Principality of Monaco to the OSCE, and by Mr. Lorenzo Ravano, First Counselor to the Monaco Embassy in Berlin.

In his speech, Gilles Tonelli congratulated the Italian OSCE Chairmanship for the efforts made throughout 2018 to foster a constructive dialogue on sensitive issues and to propose new areas of cooperation.

In particular, he praised the courageous and determined action of the OSCE Special Observer Mission to Ukraine to help ease tensions in the region.

Reaffirming the Principality of Monaco’s commitment to international law and the defense of human rights, Mr. Tonelli emphasized the need for concerted action by all States, to bring results the major international challenges facing our societies today.

The Government-Minister Adviser also emphasized the importance of continuing the dialogue on topics that could foster opportunities for interaction and sharing of good practices. As such, the OSCE Mediterranean Conference last October in Malaga demonstrated that the Principality’s theme of energy transition could generate positive synergies between states.

MONEYVAL Committee of the Council of Europe

Between December 3 and 7, the 57th Committee MONEYVAL plenary was held in Strasbourg – the Committee of Experts on the Evaluation of measures against money laundering and financing of terrorism (AML / CFT) of Council of Europe.

At this meeting, the Principality was represented by an enlarged delegation composed of Philippe Boisbouvier, Jean-Marc Gualandi, Louis Danty, Karine Imbert and Alison Gérard. This team has the task of preparing the future evaluation 5 th round of the Principality of Monaco and her second National Risk Assessment.

During the plenary, besides reviewing evaluation reports 5 th round of the Czech Republic and Lithuania, the Monegasque delegation was able to follow several presentations to help participants better understand and implement effectively and effective FATF recommendations on the fight against money laundering and terrorist financing.

During this working week, the Monegasque delegation to the MONEYVAL Committee was received by Rémi Mortier, Ambassador of the Principality to the Council of Europe.

This working visit was also an opportunity for the Monegasque representatives to participate in the meeting of the MONEYVAL Committee’s “Small States Group” (San Marino, Gibraltar, Jersey, Guernsey, Isle of Man, Andorra, etc.) and a working meeting of the Egmont Group’s “Europe 2” working group.

First meeting of the e-Health Strategy Committee

The Strategic Committee for e-health met for the first time this week, under the chairmanship of Mr. Didier Gamerdinger, Government Counselor-Minister of Social Affairs and Health, and Mr. Frédéric Genta, Interministerial Delegate charged with Digital Transition.

This Committee, which is part of the Government’s digital transition policy, aims to define the main directions in the field of digital health. It is made up of representatives of health professionals, health institutions, public and private payers and representatives of the Government.

On this occasion, the Minister-Counselor reiterated the Government’s wish to initiate concrete actions in the field of e-health, such as the Physicians’ Health Yearbook, secure medical messaging or making appointments online.

He stressed that the key to the success of the e-health development project lies in the commitment of all health actors while keeping the patient at the heart of the reflection. The work of the Steering Committee, which will lead to the implementation of the first e-health projects in 2019, was presented to the members who validated them.

New regulations on noise and construction schedules

Two Ministerial Orders on noise and construction schedules were published in the Journal de Monaco today, Friday, December 7, 2018.

These texts aim to optimize the quality of life in the Principality. They relate to:

  • reinforcement of the supervision of the schedules and periods of realization of the building sites;
  • the creation of a device to limit construction noise (all the information in the technical sheet attached).

This evolution of the texts in force responds to a strong expectation of the resident population.

It also responds to that of construction professionals, who can only embark on the path of improvement and exemplarity on strengthened regulatory bases.

It is important to mention that the representatives of the Council of the Architects’ Association, the Union of Real Estate Developers and the Construction Chamber have been consulted prior to the proposed reform. They also intervened twice in the context of the finalization of the new regulation.

These new texts aim to:

  • simplify and harmonize the applicable texts, in particular on the schedules and execution periods of the worksites;
  • create or reinforce the rules of supervision of the execution of the building sites, by apprehending the nuisances that result;
  • evolve towards exemplary projects.

A ministerial decree of September 2010 had already brought a clear improvement on the management of construction schedules, reducing the daily time slot which, since 1930, could authorize the work from 6h to 22h.

The issue of noise nuisance had also led the Environment Department to develop, in 2011, a circular on construction noise.

Thursday, December 6, as part of the General Assembly of the International Coral Reef Initiative (ICRI), Mr. Brahmantya Satyamurti Poerwadi, Director General for the Management of Marine Space (Indonesia) and Mr. Patrick Rampal, President of the Scientific Center of Monaco, have signed a letter of intent between the Ministry of Maritime Affairs of the Republic of Indonesia and the Scientific Center of Monaco. The Ceremony took place in the presence of Mrs. Susi Pudjiastuti, Minister of Fisheries and the Sea and Mrs. Isabelle Rosabrunetto, Director General of the Department of External Relations and Cooperation.

This signature, which follows the bilateral meeting between the President of the Republic of Indonesia and HSH the Sovereign Prince, in Bali on October 29, aims to establish cooperation between the two countries in the fields of research and conservation. coral reefs on the following points:

Understanding the impact and chronology of marine pollution using corals as indicators;

  • Identification of bleached and / or damaged coral reefs;
  • Study of the climatic variability of ocean acidification and past climates using corals as indicators;
  • Monitoring and rehabilitation of coral reefs;
  • Capacity building and visit of researchers and experts.

The implementation of these areas of cooperation will be done through an agreement to be agreed between the parties
