Bill on money laundering takes step forward

Thomas Brezzo has been appointed to report back to the National Council on Draft Law No 972, which strengthens the fight against money laundering, the financing of terrorism and corruption.

The purpose of the bill is to adapt Monaco’s law to the provisions of international law to which the Principality is bound to comply, and in particular to the provisions of EU Directive 2015/849 of May 20, 2015, on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing, known as the Fourth Directive.

During the work that accompanies this bill, the Legislation Commission wishes to ensure that the bill does not go beyond the directive’s requirements, that it’s in full compliance and that all the exceptions provided by the directive are applied, the objective being to take into consideration the specificities of the Principality by leaving a legitimate amount of flexibility to those working in Monaco’s financial sector.

Prince praises stewardship of AS Monaco

Dmitry Rybolovlev Photo: Francknataf

The Sovereign Prince has spoken very positively about Dmitry Rybolovlev, President of AS Monaco, saying in an interview in local French-language daily Nice-Matin published on Tuesday, May 29, that he is often consulted on important issues.

Prince Albert in particular thanked Mr Rybolovlev for “his management of the club”. He said that the 2017/2018 season had ended with positive results.

“They are very good. I want to thank Mr Rybolovlev for his management of AS Monaco. Vadim Vasilyev oversees the day-to-day administration of the club very well and ensures it is run smoothly. I appreciate being consulted about important decisions. We haven’t yet touched on the issue of this close season.

“I would like us to maintain the objective of finishing in the top three in the league. It’s very important for getting into Europe. I would also like to see us win a national cup and have a better run in the Champions League. Overall, this season was positive. AS Monaco achieved the objective set, which was to finish in the top three places in the French league and qualify for the Champions League,” he told the newspaper in comments that were also published on the AS Monaco website.

The Prince continued: “For the club, it’s important to think about financial stewardship, securing income when television rights, merchandising and ticket sales are not enough to fill the coffers (…) When a player wants to leave, it’s difficult to hold on to him. So I can’t criticise that policy, especially given that it is currently working out well for us. Monaco is successfully bringing through young talents, now we need to hold on to them for a while.”

Monaco to beat plastic pollution on World Environment Day

Initiated by the United Nations in 1972 in Stockholm, World Environment Day on June 5 will focus this year on the theme: #beatplasticpollution.

At least 1,800 billion pieces of plastic waste pollutes the oceans. Over the years, they have agglomerated into a huge mass, equivalent to three times the area of France, which continues to expand in the Pacific.

For the last ten years, the Principality has been committed to reducing the negative impacts of plastic on the environment: by enhancing selective sorting, enabling the plastic once collected in yellow bins to benefit from a second life, and by banning, since June 2016, single-use plastic bags.

The ban was extended on January 1, 2017, to all plastic bags for the packaging of bulk products on the shelves of food stores or on market stands. Only compostable bags consisting of at least 30 percent bio-sourced materials are allowed. (From January 1, 2020, disposable plastic kitchen utensils will also be banned.)

From 2017, eco-responsible solutions such as the use of tap water and water fountains have been encouraged within the State administration.

“As part of Monacology, which will take place from June 11 to 15, and to educate the youngest on the issue of plastic pollution, the Environment Directorate will offer children a bottle that they can customise and put in their backpack,” says Valérie Davenet, Monaco’s Director of the Environment.

“This World Environment Day’s Beat Plastic Pollution is a good opportunity for everyone to reduce their use by no longer buying or using plastic straws, a source of pollution, and focus on biodegradable materials such as paper, bamboo or corn starch,” said Marie-Pierre Gramaglia, Minister of Public Works, the Environment and Urban Planning.

June 21 will once again be the occasion, as every year, to celebrate music in the Principality. The highlight of the event will be a large free concert on the Port of Monaco from 9 pm with a young artist from the French reggae scene, Naâman.

In three albums, the young singer has appropriated the essence of Jamaican music and added a touch of modernity that has established him as one of the French leaders of the genre.

His successive tours made him known in France and Europe on stage at the biggest reggae festivals – including the 2015 Francofolies – and also internationally with concerts all over the world, from Canada to China, through Jamaica, India, and Lebanon.

Opening the free concert will be Scars, who will welcome the public to this warm and colourful evening in Port Hercules.

Seven new startups join MonacoTech

Photo: Facebook MonacoTech

Following the meeting of MonacoTech’s third Selection Jury, the start-up programme created by the Monaco State with Monaco Telecom and Xavier Niel, seven candidates have been selected to join the incubator programme.

These are: O’Sol, which makes solar energy accessible to mobile or emergency applications with generators that deploy their panels and follow the sun automatically (and can be installed and uninstalled in less than a minute); Black River which creates underwater vehicles that can operate independently, but also carry a pilot and a passenger. Their flagship product, the BR1000, is inspired by the anatomy of the tuna and the traditional propeller has been replaced by a fin, giving it greater speed.

Also selected are URBANLab, which offers solutions for pedestrian flow simulations that reposition human beings at the centre of concerns, particularly in terms of travel and security; Classic & Electric which converts vintage cars to electric propulsion, totally preserving their original characteristics thanks to a 100% reversible process; iDruide which offers an innovative solution developed for the world of education: a tablet with a detachable keyboard (operating system and software adapted), given to each student and teacher and usable both in the classroom and at home; SKYdeals, which allows travellers to benefit during the duration of their flight from private sales through their smartphone; Orbital Solutions, which develops low-Earth orbit (500km) nanosatellites (1 to 10 kg), to “democratize” the use of space and make possible a large dissemination of applications, such as environmental studies, earth observation, IoT, and so on.

The jury was composed of Cyril Guenoun, Cofounder of Aglaé Ventures; Robin Rivaton, President and founder of Real Estech; François-Xavier Leclerc, Head of the Financing and Economic Development Division; Patricia Niego, Founder of Beaunies Invest/Member of the Women Business Angels; Aurélie Lavaud, Cofounder of bimBamJob; André Saint-Mleux, Business Angel and State Administrator RMC and Monaco Telecom; Frank Julien, National Councillor; and Henriëtte van Niekerk, Director at Clarksons Platou.
