New Trade Figures show weak forecasts

A new report by Monaco’s statistics body IMSEE shows trade figures declined in 2019 compared to the previous year, and experts warn that the current forecasts are likely to see much steeper drops for 2020 than previously predicted.

Contributing factors such as the sharp drop in oil prices are to blame, but additional factors such as Brexit, US-China tension and the slowdown of Europe’s major economies are also contributors for the 2019 decline. 

As overall world trade slows, though, Monaco’s foreign trade is on the rise, growing 8.9% last year. This is a long way off the previous year’s significant increase of 26.5% but is still respectable considering the global situation in general.

Given the Customs Union between France and the Principality of Monaco, the exchange of goods and services between the two countries is not subject to customs formalities. The data presented relate only to trade between the Principality of Monaco and the rest of the world, excluding France.

Taking this into consideration, the volume of trade exceeded €3.5 billion for the first time. This increase can be attributed to the joint increase in sales (+1.7%) and purchases (+12.7%).  

The deficit in the Principality’s trade balance continues to grow, reaching 24.3% in 2019. Monaco imports twice as much as it exports, and the export/import coverage rate remains below 50%.

Transaction within the European Union, excluding France, dramatically increased last year by 20.9%, though outside the EU, they fell by 7.0%.

Goods from the manufacture of other industrial products such as jewellery, clothing and plastic products represent more than 50% of the total amount of trade in the Principality.

The €500 million cost of Covid-19

Here is a breakdown of what Monaco’s exceptional 2020 budget looks like and where the €500 million in crisis money is going.
The National Council voted in the exceptional budget on Tuesday 21st April detailing the additional expenses incurred by the Principality because of the Covid-19 crisis. Just a few hours earlier, Prince Albert pledged to halve the operating costs of the Palace
The new fiscal budget of almost half a billion euros A total €358 million is being allocated to industry, trade and tourism. Of this amount, €128 million will come from the government’s emergency slush fund. Meanwhile, €230 million is being directed to health and social measures, in particular temporary unemployment over a period of three and a half months and amounting to €180 million.
Additionally, there are health care related costs of up to €28 million. Of this, €25 million corresponds to a drop in activity at the Princess Grace Hospital, while the remainder is going towards expenses directly linked to the crisis. The cost of masks, hydroalcoholic gel, and tests are estimated at €16.5 million. Finally, there is the operating costs of the Covid-19 Call Centre and the Home Monitoring Centre as well as the €3.5 million in bonus payments to carers. This amount may not be completely accurate, however, as the terms and scope of this bonus are still being debated between the government and elected officials.
The earmarked emergency fund of €128 million includes three items. Namely, the guarantee of €50 million in credits and overdrafts, which are not direct aid, and aid to companies and the extraordinary minimum income, which come in at €42 and €30 million respectively. These two aid packages should benefit 2,800 companies and 2,000 self-employed workers, according Minister of Finance and Economy, Jean Castellini. These measures are meant to cover an extended period up until the end of June.

On the topic of lower overall revenue, the Council looked at a longer term period covering the whole of 2020, taking into account that uncertainties about the economy will last long after the lifting of lockdown measures and the resumption of activities.
The Council is estimating revenue of €174 million, with €135.5 million coming in the form of VAT, €11 million in legal transactions and the rest falling under real estate, finance and the monopolies of the Principality.
The Council revealed that two special treasury accounts have been set up – one will handle advances to businesses, the other the state guarantees for bank loans.
In sum total, the crisis is expected to cost an additional €474 million to the Principality, roughly a third of the original annual budget. According to the Palace, it will put Monaco in a deficit of half a billion euros.
But the Prince has offered some relief, a large cut in the Palace’s operating expenses for 2020.
“The gravity of the situation requires increased rigorous financial management accompanied by significant efforts, in particular for the purpose of an overall reduction in State expenditure,” said the Palace in a statement. “In this context, the Prince has decided to reduce the operating expenses of the Palace with a drop of almost 40% in its endowment, which goes from €13.2 million to €8 million. The Sovereign has full confidence in the solidity of the Principality’s economic and social model to overcome this health crisis with unprecedented economic consequences for his country.”

Female ocean scientist awarded major grant

The Women in Ocean Science (WIOS) committee, headed by Monaco Scientific Centre’s Dr Christine Ferrier-Pagès, has awarded its first recipient, an American scientist working with Caribbean coral reefs for the Smithsonian.
Dr. Sarah Gignoux-Wolfsohn has just received the grant offered by Women in Ocean Science for her work with the Smithsonian Environmental Research Centre studying pathogenic bacteria that are threatening the bi-valve mollusc populations in coral reefs. She is the first beneficiary of the prize.
“I am very excited to be the first recipient of the WIOSA,” Dr Gignoux-Wolfsohn said. “I am honoured to have been chosen by the amazing scientists at CCMI and WIOSA advisors. I am looking forward to contributing to the amazing woman-led research programmes at CCMI and to help mentor the next generation of female scientists.”
The award will help advance the scientist’s research programme, integrating theory and ideas from other systems with her PhD work on coral health and disease.
“Infectious disease is one of the greatest threats to corals and the coral reef ecosystems they build,” she said. “By testing methods to improve the resilience of coral communities, my work at CCMI will advance our understanding of community ecology, disease, and microbial community composition with implications for coral restoration and the creation of resilient coral reefs.”
The WIOS committee is comprised of prominent female scientists and include, in addition to Monaco’s Dr Ferrier-Pagès, Drs Carrie Manfrino, Sylvia Earle, Amy Apprill, Gretchen Goodbody-Gringley and Hollie Putnam.
The award given is made up of two $10,000 grants. One is given to the researcher, the other to support an entire month of field work, in this case at the Little Cayman Research Centre where Dr Gignoux-Wolfsohn undertakes her studies. She was selected from a group of candidates coming from 10 different countries working at the best labs in the world.
Although great strides have been made over the past 30 years, women are still underrepresented in key positions in the marine scientific community. WIOS aims to level the field having created a network of advisors for female researchers working on topical issues regarding coral reefs.
Women such as Monaco Scientific Centre’s Dr Ferrier-Pagès are pioneers. Her situation is an anomaly in this male-dominant profession. “The laboratory in Monaco is rather well balanced, as all the heads of different sections are in fact women,” she explained to Monaco Life. “But overall in Europe, the United States, Australia, and the like, there are many women in science, but not in high positions. There is always one woman for every 10 men.”

My unexpected training for confinement

I don’t know about you, but during this time of confinement, I’ve been bombarded with all sorts of advice: how to breathe in order to control my anxiety, how to properly wash my hands, how to wipe down my groceries, how to boost my immune system, how to cook healthy (or unhealthy!) meals.
There’s an overload of information on baking, yoga, martial arts, diet, learning another language, gardening, applying make up for Zoom conferencing, making a virus-proof mask. All, of course, with the kind intention of making my life better and helping me cope with all that is going on.
So, this story is not about giving advise, but rather sharing my experience during the 20-day voyage I made with eXXpedition across the Pacific, between Galapagos to Easter Island.
Picture this: living in a limited space with no way of getting out, no expectation of receiving help from the outside, and relying on yourself and your team with the limited food and water reserves available on-board. Sound familiar? Yes, it turns out my adventure was a learning exercise for coronavirus confinement!
Our beautiful 70-foot sailing boat welcomed the 14 of us for the journey and did its best to be as hospitable as possible. But space was limited, as we carried both scientific and safety equipment on-board.
When I saw my tiny bunkbed for the first time, I said in dismay: “A coffin is bigger than that!” – a line which would end up being quoted countless times and lead to plenty of laughter in the days ahead.

If there had not been a net on the side of the bunk, which I would fasten after sliding into my bed, I would have fallen on the floor. And if I coughed or sneezed, I would hit with my head on the bunk above, containing my mate Alice.
This was our only “personal space” on the boat, although there were no doors and you could hear everyone breathing, talking or whatever else.
Normally at home, I love my personal space and being on my own. So, being surrounded by 13 other women, who I had never met before, could have been a huge challenge. But we all learned to be respectful towards eachother, make as little noise as possible, and time our entry and exit of the bunks so as not to crowd the tiny passage in-between. I used a sleeping mask and my earpieces to create the illusion of privacy. That’s when I would listen to music, an audio book (thank you Oprah for amazing suggestions) or meditate, if sleep was not an option. Yeah, sleeping was tricky, not only because the ocean would constantly and vigorously shake the boat, but the time-planning for boat-duties would also be very different than our normal life rhythm. Oh, and did I mention that we were on a 30-degree incline at all times for the whole duration of our navigation? Imagine doing everything, and I mean everything, on that incline!

When I think of my confinement today, I remember what it was like seeing 360 degrees of ocean for so many days. Nothing else around our boat and not much to do about it. As much as I love the ocean, we had our tough-love moments. I won’t go in too much detail here, as this is the topic of another blog, but I will only mention that for my first six days on-board, I suffered from serious bouts of sea sickness. During the navigation, we had to be very responsible with all our finite resources. We carefully planned meals to use fresh food first, we used minimal amounts of water to clean dishes, and showered every three days; we used energy wisely, we wore our clothes more and washed them less and we only charged limited appliances so we wouldn’t drain our boat’s battery. Under the expert guidance of our professional crew and daily weather forecasts, we adjusted sails to harness the wind and refrained from using the engine whenever possible. Each one of us had to adjust from the creature comforts we were used to back at home to these navigating conditions. It is amazing how adaptable we are as human beings.

We were also carefully recycling everything on-board. There was no excuse for not cleaning each packaging before recycling or re-using, the metal tins were squashed with a fun device using our own weight (it was one of my favourite workouts on-board) so they don’t occupy much space in the recycling container. Back at home now, when I sort the packaging for recycling, I often smile remembering how we were doing everything on-board and how much easier it is here, back on land.
Something that helped a lot during the navigation, and being confined in a tight space while being surrounded by billions of cubic metres of ocean, was kindness. Simple acts of kindness among each other. Of course, we weren’t all in top form at all times and it felt so great to look at the others and feel the “We’ve got you!” or “You are going to be alright!” Especially during my first days when I truly struggled with sea sickness and adapting to the unusual sleep rhythm dictated by our duty-schedules, or at night when I was sometimes scared by the force of the ocean, it was incredibly important to receive these acts of kindness from my team mates. It was like oxygen for the soul, knowing that these wonderful women had my back and were helping when I was overwhelmed. And of course, my turn came to feel stronger and help another team mate, and I was the one to support and carry forward.
After a month in confinement, we realised that the one thing that makes everything easier to manage is humour. Not taking ourselves too serious, and finding a reason to smile and laugh was essential. I used humour especially when the tough got tougher, in the moments of doubt and fear, when I didn’t know if I would get to the other side.

In Galapagos, before I left, I had the chance to meet an incredible Colombian woman, who was married to the head of an important environmental foundation. We quickly became friends and her humorous advice in preparation of my navigation turned out to be priceless. Managing a hotel in Santa Cruz, she told me that their hospitality statement was: “All guests bring joy, some when they come and some when they leave.” She put this in the context of my voyage with women that I have never met before, that maybe, just maybe, I would not get on with each one of them. But to keep in mind that there will be joy in knowing that once the navigation is over, I don’t have to see the ones again that made my life difficult. And she added: “My dear, if one of them turns out to be really difficult… make it look like an accident!” For a second she looked serious at me, all while enjoying my perplexed face, but then she burst out in loud laughter.
Bless her, I often repeated her advice on the boat, and we all laughed, all 14 of us, because the reality was we all got on just amazing! And after completing our navigation, we’ve remained really good friends and are in touch daily, from all the corners of the world. We are such good friends, that we were all bridesmaids at our Chilean SEAster’s surprise wedding in Ester Island.
And one final good word for our planet. We are being reminded, once again, that we are only guests here. I am hopeful that we can all make a difference. Each one of us has the opportunity to shift our behaviour, to remain informed and take action every day – whether that’s in the home and the products we buy, the way we recycle, or the kindness we show to each other and our planet.

Principality braces for €500m deficit

Monaco’s budget deficit is set to top half a billion euros this fiscal year due to the Covid-19 crisis.
In a statement released on Tuesday 21st April, the Prince’s Palace said the coronavirus pandemic will have a “major impact on the state budget, with a forecast deficit estimated at nearly 500 million euros for the 2020 financial year.”
The deficit is a result of the financing of exceptional support measures implemented by the government for workers and entrepreneurs in the Principality, money considered “necessary for the actors of the Monegasque economy”.
A massive decline in State revenues is also contributing to the lack of funds.
“The gravity of the situation calls for increased rigorous financial management accompanied by significant efforts, in particular for the purpose of an overall reduction in State expenditure,” said the Palace.
As a result, HSH Prince Albert has decided to reduce the operating expenses of the Palace by almost 40%, dropping from €13.2 million to €8 million.
“The Sovereign Prince has full confidence in the solidity of the economic and social model of the Principality of Monaco to overcome this health crisis with unprecedented economic consequences for His country,” concluded the Palace.
Before the crisis, Monaco had recorded its ninth consecutive budget surplus. The majority of money this year was earmarked for new housing projects – €174 million in total – delivering around 200 more homes by October. Other major recipients of Monaco’s budget are its Smart City programme and digital transition initiatives.
 
 

Health workers receive special visit

Prince Albert has visited healthcare workers at the Princess Grace Hospital to thank them for their efforts on the frontline since the start of the Covid-19 pandemic.
The Head of State made the visit on Monday 20th April, his second public outing since being cleared of the Covid-19 virus on 31st March.
He was greeted at the hospital by Health Minister Didier Gamerdinger and Director of the CHPG Benoite de Sevelinges, who showed the Prince the dedicated unit within the CHPG designed to take suspected Covid-19 patients, and another unit reserved exclusively for patients requiring urgent care. The two units were set up within the hospital to avoid risk of contamination.

During his tour of the hospital, the Sovereign Prince visited the emergency services headed by Professor Yann-Erick Claessens, and the Conventional Hospitalisation Unit which brings together the skills of pulmonary physicians, cardiologists, intensive care infectious disease specialists and radiologists, as well as the blood sampling unit and the ICU. He was briefed on the hospital’s progressive return to normal activity post confinement.

Meanwhile, the government has celebrated the fact that the first fabric masks being distributed to the Principality’s 38,000 residents are “Made in Monaco”. Local company Bettina has been charged with producing 80,000 masks, while Banana Moon is manufacturing more than 1,000 masks a day.
“The Prince’s Government warmly thanks the teams who are at work to provide quality masks essential to our protection,” said the government in a statement. “This mobilisation is a national pride.”
