Public Security chief announces major drop in Monaco’s crime figures

Richard Marangoni, Director of Public Security, presented his New Year greetings in the presence of Prince Albert, Serge Telle, Minister of State, Patrice Cellario, Minister of the Interior, as well as many leading figures in public life, at the traditional ceremony, which this year was held in the conference room of the Oceanographic Museum.

In his address, the Sovereign Prince said: “Security has always been one of the strengths of our country. It is up to us to make a pact to preserve it. Everyone must take part in it: women and men whose noble professional mission is to guarantee it, but, beyond that, everyone, through their discipline, and their understanding of the security measures put in place.”

After having discussed the security situation in 2017 and the implementation of the “Public Safety 2020” plan, including a strengthening of the workforce, Richard Marangoni said that over the 2012-2016 period, general crime had dropped by 28 percent and street crime by 43 percent.

“This trend, while one would have expected some stabilisation, continued in 2017 with a decrease of 1.04 percent for general delinquency and 16.58 percent for delinquency on public roads. Burglaries, meanwhile, fell by 17.14 percent,” he said.

In addition to “Public Safety 2020”, “Monaco, Safe City” is another initiative based on prevention and aimed at strengthening the security architecture of the Principality.

At the end of the ceremony, the Prince Albert presented the Outstanding Services Clasp, for acts of courage and dedication, to 19 police officers who distinguished themselves in 2016 and 2017.

Monaco’s overall crime rate fell sharply in 2017 from 2016, but within the overall figures are some notable exceptions.

According to the annual crime figures released on Tuesday, January 16, the number of enquiries into money laundering increased over the 12 months to a total of 188, compared to 127 in 2016, an increase of almost 50 percent.

The number of enquiries launched by SICCFIN, the body that investigates money laundering and other major financial crimes increased from 220 in 2016 to 293 in 2017. Meanwhile, the number of thefts through the criminal use of bank cards fell from 25 in the previous year to just eight in 2017.

The only other area in which there was a major jump in delinquency was possession of drugs, which went from 64 cases in 2016 to 121 in 2017. Drug dealing cases remained more or less stable, with five enquiries in 2017 compared to six in 2016.

Prince Albert to visit Longjumeau in celebration of ancient connections

HSH Prince Albert will be visiting Longjumeau, a commune in the southern suburbs of Paris, later this year.

The announcement was made by the mayor, Sandrine Gelot, on Friday, January 12, during her official New Year’s address. The Prince has a strong connection with the town, since among his many titles he is also Count Longjumeau. The visit will take place in June.

The town has recently joined the Association of Historic Grimaldi sites, a network created in 2015 to link the ancient fiefdoms of the Grimaldi family in both France and Italy.

“The Prince has expressed his willingness to visit these sites,” said the city council, which sees in this opportunity the opportunity to “talk about Longjumeau differently, through its history.”

Among Prince Albert’s other titles, he is Marquis de Chilly and Duke of Mazarin.

Minister of State, Serge Telle, accompanied by members of the Government, extended his New Year greetings to the editors of the main local and regional media on Monday, December 15 at the Yacht Club’s Sunrise Deck.

Mr Telle made reference to the elections to the National Council, due to take place in February, took stock of the Government’s central policies and the priorities for the coming year.

The Minister of State, in the company of Minister of Finance Jean Castellini, Minister of Environment Marie-Pierre Gramaglia and Minister of Interior Gilles Tonelli, also spoke of his commitment to the work of the media: “I believe more than ever in the need of the press at a time when, like you, I know that everywhere the press is criticised and its need disputed.”

He also touched on the other major challenge faced by established media, the business model turned upside down by the arrival of social networks.

“I want to tell you how much I am convinced of the importance of your mission and the desire for excellence that drives you.”

Screening programme makes Monaco a model country

With the creation, on July 5, 2012, of the Monaco Screening Centre, the Prince’s Government established Monaco among model countries in terms of public health, and continues to improve and expand its health screening programmes.

Located in the Princess Grace Hospital Centre, the Monaco Screening Centre welcomes, listens to and informs those concerned and, where appropriate, directs them to seek appropriate care.

Among the diseases and infections covered by the screening programmes are tests for HIV and sexually transmitted diseases, and colorectal cancer and breast cancer – the most common cancers in our populations. Their screening makes it possible to ensure effective management of the disease. Breast cancer has also been screened since 1994.

Cervical cancer is the eighth cancer most affecting women in France. Aware of this risk, the Prince’s Government attaches particular importance to preventive actions. The link between Human Papilloma Virus (HPV) and cervical cancer has been demonstrated, which makes vaccination against this virus especially important. This vaccination is systematically offered to young girls from 11 to 14 years old.

Pap smears from 21 years old complete the vaccination. This coordination between vaccination and screening, which does not exist in other countries, is a very important step forward: the two-coupled actions allow for the eradication of cervical cancer by screening and treatment of precancerous lesions.

Organised screening campaigns for osteoporosis for women aged 55 to 80 have been progressively implemented and have worked remarkably well since September 2009.

The abnormal dilatation of the aneurysm of the aorta can lead to internal haemorrhage without precursor signs. This campaign started six months ago for people aged 65 to 80 and will treat aneurysms in a timely manner, the Department of Health and Social Affairs has said.
